The Star-Crossed Diocese (also known as the Sacred Diocese or the Inquisition) is an underground organization of the Holy See which conducts activities beneficial to the Church. In addition to covertly dismantling and taking control of secular organizations, the Diocese also conducts operations in spiritual affairs. Since ancient times, it has been the holy mission of the Diocese to protect humanity from Sinners and Hollows by means of complete extermination.

The Diocese is ruled by two individuals who in total have complete power over the organization’s functions. The Primarch is the religious and spiritual authority, while the Imperator is the operational and military authority. The Diocese from then on is split into two Orders: the White Order, which conducts operations of religious influence and ensures the secrecy and continued power of the Diocese, as well as sabotaging rival organizations; and the Red Order, which conducts military operations against Hollows or similar entities. In the case of full-scale operations, both Orders can be militarized to fight against a widespread threat.

Leadership The Primarch is the de facto ruler of the Diocese. The Primarch is the leading spiritual authority in the organization, and it is acknowledged by the Diocese that he at least partially a divinity. The Primarch has control over all functions of both orders, and is in charge of long-term planning for the Diocese’s actions and maintaining its holy mission. The position of Primarch is not an elected position--the individual who is reincarnated from the Quincy progenitor is automatically made into the Primarch when discovered. Although de jure the Imperator leads with equal authority to the Primarch, traditionally the Imperator serves as an advisory and administrative assistant. Additionally, the Imperator also serves as the head of the Primarch’s bodyguard force, and is never to be seen apart from him. Cardinalius Imperio The Cardinalius Imperio seeks to maintain the power and sovereignty of the Diocese and the Holy See. It does so through religious influence and business influence. This cardinality is in charge with maintaining diplomatic connections with other spiritually-aware organizations as well. Cardinalius Quietus The Cardinalius Quietus seeks to maintain the power of the Diocese through covert means. Any black-ops operations such as espionage, thievery, assassinations, etc, are performed by this Cardinality, both in the World of the Living and the other spiritual worlds. Sleeper agents and spies in the committee will usually be part of this cardinality. Duties include guarding the Diocese and defending it if it is attacked. The Primarch’s bodyguards are generally handpicked by the Imperator from this organization. Cardinalius Illustratio The Cardinalius Illustratio seeks to maintain the power of the Diocese through information control and acquisition. This cardinality serves as the primary research and development hub for Quincy tools and technology. The Incursus Phalanx specializes in rapid invasion and destruction of a target. Outside of invasions, the Incursus Phalanx assumes the same duties as the Bellatoris Phalanx.
