After this announcement, if there are any discrepancies, misunderstandings, or loopholes, take it up with Jeff, Rena, or me.

Administrators and Staff can, do, and will always have the final say in rulings. It may sound like we're abusing things, but we're not. We will work with you, we will work for you, and we will strive to make the most fun possible out of what concerns arise.

Before you do anything on this site, please read the following:
http://www.bleachstory.net/t4251-chat-box-rules
http://www.bleachstory.net/t4253-website-rules

And please understand that in most cases, characters are not going to be killed off, unless by player consent, severe and extreme lack of activity (by way of deserting), or in death-tagged threads, and non-canon Death Battles.

In regards to Canon Bleach

We do not care what super cool Bleach concept or character you want to make. We are not canon. We will never be canon.
You can make rip-offs and the like, that's fine, but please, have some originality. We also may get into discussions about Bleach, Canon and not, but that is no excuse to say "But if Ichigo can do it, why can't I?"

All canon aspects of Bleach that are actually a part of this forum will be mentioned on site. If you don't see it, we don't have it.

In regards to Releases

Hyper Mode/Segunda/Toukai/Whatever equivalent: 0-5 or higher tier required. If you have over 500 posts and are tier 1-1, ask me, we'll do a training thread, and hash that out there.

Bankai/Ressureccion/Secondary Form/Equivalents: 2-1 and higher. 2-3's and 2-2's can if they have 500 posts, and get staff permission.

Shikai/Equivalents: 3-3 and higher.

In the case of classes such as Arrancar and Fullbringer, boosts that would normally be obtained by release are given at a rate that assumes they are at Shikai level in their base form.

Maximum boosts for first release are x2, second release are x3, final release is a max of x4.
The only exceptions to this are specialized abilities for boosts such as Shunko.

In the case of racial releases, follow this scale.

Base Form = Human - Shinigami - Quincy - Hollow - Bounto - Vizard
First stage = Shikai = Quincy normal  = Gillian hollow = Bounto without doll = vizard shikai = normal arrancar
Second stage = bankai = Quincy final form/Letzt Stil = Adjuchas hollow = Bounto using doll = vizard bankai = resurreccion
Hyper mode = Toukai = Quincy Vollständig = vasto lorde = Bounto/Doll Fusion or 100% = Vizard full hollow form = Segunda

Hollows cannot advance to another form in the same thread unless by way of consumption and growth.
Sinners are not included in this because they have full control and always have full access to their power.
Fullbringers work similarly to Sinners, but have full access to their power, and can flexibly fight people of varying releases.
Vizard masks are not included in releases because they're only a temporary boost, and will later be subverted for Full Hollow.

In the case of tourneys, death battles, and other equal tier matchups, Toukai and other final releases are barred unless otherwise agreed on by all parties involved in the thread. Boosts are not given, and instead, stats follow your character's strengths and weaknesses. In addition to this, finisher abilities are NOT allowed outright. That is to say any ability that has so much power, it renders your character unable to fight is barred.

Stats are evaluated in all other threads as evaluated HERE
Having a stat as a strength does NOT mean you are the best at that particular stat. In fact, no one can be the best at anything unless there is no opposition. If two characters share a strength, they are considered equal in that stat.
It's a given that if there is a strength, there is an average, and there is a weakness. These three categories differ heavily, and are properly quantified in the thread mentioned above.

In regards to Powers

Kidou follow a specific system, shown HERE
In that system, it states that based on power, Kidou have varying cooldowns.
Any Captain-level character can use up to Forbidden, 90 and 91 following the cooldown of 5 posts. 96 and 99 are limited to once per thread.
Do keep in mind that without incantations, the kidou are either unusable, or just less powerful. Also keep in mind that you can use the basic incantation to ensure it's cast, but still weakened.

Any abilities that have a projected speed cannot exceed Bala speed.
Any movement technique cannot exceed Shunpo speed.

Hollow powers, such as Bala, Cero, and Gran rey all have equivilancies based on the Hadou # system..

Bala - This is basically a condensed Cero that gives up power for being 20X faster than Cero. Which makes it akin to hadou no 4 and quincy arrows and bullets we guess in terms of speed. but in terms of power it's actually weakened to be between hadou 4 and hadou 31 in strength depending on who is using it. On the forum we would say that no matter how gifted and powerful the user is with Bala it will never exceed the power of a hadou past the 40th level.

Cero - Bleach fans recognize the word that means someone just fired a big beam of death at someone else. On the forum this thing is able to be on par with Hadou within the range of 52 and 63 depending on how effective, or lack thereof, the user is of this power.

Gran Rey Cero - a special cero that requires users blood to be mixed with a normal cero to form this thing. It's clearly superior to any normal cero on the show and we keep that here. On the forum it is able to block/counter and otherwise be on par with any hadou up to the 82nd level. This also means Bakudo 81: Danku which can block up to the 89th level. Can block this cero and anything as powerful as this cero.

Cero Oscuras - Now while we only see this special cero in the released form of Arrancar.. It's still made to look like it is infact even more superior to the already stronger than normal Gran Rey Cero. Which is reflected here as well. On the forum this cero can take any kidou up to the 89th level and can effectively OVERCOME Bakudo 81: Danku dealing severe damage or minor damage after breaking it depending on strengths and weaknesses of both users.

Forbidden Kidou - While they've always been shown to be these almighty end all abilities there isn't really anything else that can feasibly be compared to them. on the forum this is the pinnacle of damaging power. You don't want to take this hit unless you are a tank character and you are relatively uninjured or at least not in bad shape. Anything compared TO this level of damage will effectively screw up someone in some way if it hits them.

Final/Trump Attacks - These are forum specials that characters make up for themselves. These are the ONLY feasible moments where Forbidden Kidou isn't the damage cap and generally the power drastically drops depending on factors. This attacks are allowed to be so powerful because once used your character is done. Not half done. not I can fight weakly and uselessly done. you are done. You'd be lucky if you got to remain conscious. These will almost always have enough power behind them to scare even the strongest of characters. It doesn't mean you'd die if it hit you. Though we don't suggest anyone willingly just full on tank one of these.. but still.

Quincy powers are very powerful tools that all Quincy have access to. While there are still limitations, it is necessary to address what Quincies can do. Gintou maximum is 5 and Seele maximum is 5, otherwise you can have any equipment you want that we have labeled as Bleachstory canon, so long as you explain how you got it in history, OOC to us, and IC if necessary. There can be made exceptions, but don't expect to make any exceptions without some sort of drawback.

Quincy powers are limited to 1-3 custom abilities per release, exceptions can be made where the total does not exceed a certain amount. Racial abilities are a given, the only thing that potentially differs is which release you can use them in, but it doesn't matter too much. Because there are so many racial abilities, there is little need for custom abilities.
In the case of Blut, you MUST choose EITHER Blut Arteria or Blut Vene, and both Bluts have a 7 post duration and a 3 post cooldown.

Humans, Bountos, and Fullbringers have the most flexibility as far as character concepts go. Because of this, we encourage you to try new concepts and be as creative as possible.

At a stage of Gran Rey Power or greater (Hadou 82+), You can substitute posts that would be a part of the cooldown process for posts prior to the ability casting as Charge Time. Any less than Gran Rey power is exempt from this rule, and as a result, cooldowns are fixed at their respective tiers. In addition, only destructive abilities fall under this provision, that means no barrier, binding, healing, or otherwise non-destructive ability can be charged.
-Cicada/Gemelos/Afterimages are a 2 post Cooldown, 5 max per thread.
-Gran Rey Cero damage or stronger is at least 3 posts Cooldown.
-Cero Oscuras equivalents have a 4 post Cooldown.
-Forbidden level is still 5
Anything above Forbidden, often deemed as a finisher ability, will either severely weaken your character, force your release to dial back to the lowest possible state, or outright render your character unconcious for the remainder of the thread, at the discretion of staff.

In the case of power limitations, refer to the chart below.

~ BANNED ABILITIES ~
1. Dark Matter
2. Gravity control beyond 200%
3. Anything Autohit
4. Anything God-Like.
5. Any infallible healing
6. Time Manipulation
7. COMPLETE Obstruction of the senses.
8. Multiple release variations. You can't have one release that shoots fire and one that shoots lightning and one that shoots ice and so on..
9. Try to keep it to 2 elements, or 3 unique gimmicks assuming they aren't all encompassing to begin with. (I.E. Accelerator only has Vector Control based powers because that encompasses a fuck ton of stuff.. where as Ika has poisons, toxins, and weapon control/throwing. Hurrayyy)
10. Lowering of an opponents abilities. Should be more reserved to things that would impact their abilities indirectly, or simply boosting your own. Nothing that like, makes your opponent 50% Slower.
11. Anything Nuclear.. This is Bleach not Fallout..
12. Spatial Distortion
13. Anything that shits on the plot.

~ UBER-LIMITED POWERS ~
1. Gravity outside of amplification of it's effects..
2. Illusions
3. Anything that negates tiers..
4. Anything that outright negates a Canon aspect of the show I.E. Ha no more Shunpo, or Release, or Kidou, or whatever.
5. Combat Teleportation

~ Limited ~
1. Plasma
2. Poisons
3. Matter Manipulation
4. Vectors
5. Mimicry

Originality is supported highly, and encouraged, but for the sake of sanity and lore, you are limited to ONE Magic-type character, and ONE Robot/Cyber/Android-type character.

Keep in mind that when writing up powers wording is absolutely crucial. What you want your ability to do should be clearly outlined as it is stated. If it varies, then state that it varies. If it does this thing, then state exactly that. Any powers that originate from an object cannot, will not, and will never be treated as though it was Zanpakuto durability. No part of body, or anything but your character's weapon itself will EVER be so tough that it's Zan-Steel durability.

What does Zan Durability even mean? It means that so long as your character isn't outclassed by a massive degree, then it will not break. That means that unless you are extremely careless and malicious to your zanpakuto, you will likely never break it on your own.

In regards to Mechanics

This is mentioned in the website rules, but it's being put here for a reason. For no reason, at any point in time are you to autohit. This means that every action your character(s) do should be plain, and have an "assumed" effect. There is no way your character can possibly know they are going to make contact, and for no reason, should you. This is especially important when dealing with bindings, moves that can kill, and other seriously debilitating moves. However, it is also the responsibilities of all participating parties to communicate in character and out of thread. Keep in mind that tiers do have an effect on what you can do, cannot, do, and might be able to pull off. If a 0-3 tries to catch up to a 3-1 and bash their head into the ground, they're extremely likely to succeed.

The rule with tiers is that anything within three tiers of you is a fair enough fight, depending on strengths, weaknesses, player experience, and willingness to use somewhat deadly force. 0-2 and 0-3 is like having three tiers separating each character, and all other tier differences, even 0-3 and 0-4 are only one tier apart.

we've come to the realization that certain advanced techniques and character mechanics should not be allowed to new members from the get go. Please understand that we are not trying to put a damper on your fun, we just wish to keep mechanics like this meaningful, rare, and relatively limited. We reserve the right to add to this list as we see relevant, and appreciate all cooperation with staff.

However, after a solid reputation of posting consistently, in detail, and you are known to be in good standing with the other members here, you know, make friends, have fun, make quality posts and all that, then the staff may allow you to use the mechanics listed here on a case-by-case basis. We're aiming to keep each listed mechanic allotted to 4-5 people maximum at any given time.

-Shunko (It's super powerful..)
-Hollow Harmonization (Vizards aren't hollow, it can be done, but it takes a LOT of time.)

In addition to these, we may have some mechanics that aren't super limited strictly by number. We expect these to change as apps continue to rush through, so please check this post frequently and bear with us. Remember, the staff makes the final call on apps. We don't wish to inhibit your fun solely to throw a damper on things, we try to make this fun for everyone.

-Constant Release States (Shikai, Bankai, etc.): The main issue with this is it requires the Zanpakuto to be broken or malformed in some way. We simply request that this be done in character, unless by some varying shenanigan that we can approve.
-Energy Absorption/Draining, because this isn't Twilight
-Custom Kidou (you can make them, but don't get carried away)
-Supplementary boosts to releases. Shikai at max is x3, and Bankai at max is x4. At no point will you get a release anywhere above x4, and there needs to be sufficient reason to have said additional boosts.

The following character mechanics are banned outright, not due to limiting mechanics, but because they are either too powerful, or just make zero sense in Bleach logic.

-RNG  - While an interesting concept, there is simply too much for the community to handle.
-Good Sinners - Sinners exist because of the evil they carried in their hearts when they were alive. If you try to create
-Hollows with hearts  - Part of what makes a hollow a hollow in the first place is the negative emotions that make the heart collapse. It's that emptiness that causes them to be so hungry for souls.
-Bounto with two Dolls  - There is no need for a Bounto to have two dolls.
-Silly arguments as to why certain characters can't act certain ways. Your OCD is gonna have to make room for the egos of other people, sorry.

In Regards to Organizations

Organization Leaders are the ONLY characters allowed to have 0-2. No exceptions. 0-3s must be in a good position of power.

In the case of organizations, upon joining one, familiarize yourself with your superiors, subordinates, and follow the chain of command. In Gotei, this means if you're a Vice Captain, know who your captain is, know who the seats below you are, and know who's in Division 1. This includes your Captain Commander. In the Human's Committee, this means all divisions and departments should get to know each other, meet the Leader of the Committee, and so on. For every organization you are a part of, you should have some way of being able to call others in to battle.

The factions that are currently allied are as such, Humans with Gotei, and Espada with the Vizards(CHAOS).
Because of this, if you see, in character, a member of an opposing faction, it should be your job to report to your superiors that there is a member of said faction there. Want an example? An Espada shows up in the Outskirts of the Soul Society, the first Shinigami to show up should report the instance to their immediate supervisor, and by extension, they should report to their superior until it reaches the Captain Commander. The organization exists for a reason, and a chain of command should be followed. Any insubordination will be punished in character. This also means it is the Org Leaders' respective responsibilities to take actions when it comes to recieving reports of insubordination and enemy threats.

Gotei + Vizards = Neutralish
Vizards + Espada = Allied
Committee + Gotei = ?
Committee + Anything that disrupts the human world = Enemy
Mercs = Neutral to all
Gotei + Hollow/Arrancar of any kind = Enemy

It is YOUR job to know what the faction you're applying for does, and as such, YOU who are responsible for making sure you adhere to the tasks that would normally be a part of your character(s) respective duties.
