The only real rule is state "Who" knows and of course "What" the information entails.

Whole Gotei by now should know about Kokoro making it where Quincy arrows can be used for purifying purposes..

ONLY RENA NOZ AND KOKORO Know that Kokoro slaughtered the Central 46...

Everyone should be aware that Rena is aware and tired of the Tea sipping bullshit and has tasked the 2nd Division as well as Kokoro and his assistants with the task of making sure that ends. This should be taken into account when Gotei division members are trying to befriend the enemy.

Everyone is aware that Sakura is back from being MIA. Rena is the only person currently aware of why she was MIA.

Everyone has a choice of knowing rumors from about 1,000 years ago: A man released his Shikai for the first time and blew up the entire 6th Div Headquarters building. It got repaired, but people nowadays are not sure if it's true or not. (This is in Ragnar's history; characters who have been around for over 1,000 years can know this is true, and know that it's Ragnar.)

Kaede met a human with the ability to use Kido by the name of Jun Tomoshibi. He even got Jun to explain that he is decended from a shinigami gone rogue

Mushami Shuuryou is a recent graduate of the Academy. Due to scores in all forms of Shinigami combat he was inducted into squad 5. After mach battles Shuuryou was determined to be Vice Captain level and approved as such by the captain.

This will be a matter of public record.

Kokoro knows that Ika has went bat-shit insane, he has also inserted an eyeball that allows for large-scale analysis from the Espada he had captured. He faked it's slaying and allowed it to go free, but only he knows that part. He has taken up contact with the 3rd seat of squad 2, and will probably be talking about Maggot's Nest. Mei has also approached him about restoring Noz's eyesight.. and eyeballs.

Captain Shingen Minamori is the only other person beside the Captain Commander (and possibly Captain Kokoro Nashi) to that knows the status of everyone within the Gotei 13 due to the responsibilities of his Division and rank.

Gotei now knows Ika is a vengeful Ika, and they have been evicted from the Soul Society courtesy of Ika Incorporated. (TM)...

Oh also Kokoro is becoming Hollowfied, and Nicole is going rogue, but more on that later.

Oh also the Central 46 has been killed.

Oh also Hagane has defected.

Oh also Mush and Hitsu are dead.

So yeah.
