Apsel was a fair man, he was as courteous as he could be, he held his tongue after the New York and Paris incidents but this last provocation was one too far. He had to voice his concerns this was quite frankly getting ridiculous, was the Inquisition just going to stand by while supernatural threats tore this world apart city by city.

He had arranged a meeting with the Lord Inquisitor, Viktor Iscariot, a man whom Apsel wasn't a fan of personally, this of course only fed into his displeasure with how the Inquisition had handled itself but for the sake of the people he aimed to protect he had kept quiet until now.

Apsel strode into the Lord Inquisitor's room wearing his normal white suit. He hated this place, the Vatican, it reeked of pointless pageantry and always seemed pompous to him, in that regard it fit his view of Viktor perfectly.

"lord Inquisitor, thank you for agreeing to meet with me today"

The High Inquisitor did not immediately respond to this sudden intrusion, seemingly enthralled by the various scrolls and tomes that littered his desk. A departure from how well kept the man normally was. So important were these readings he had forgotten all about this meeting, and as was his perogative. The High Inquisitor answered to no one, meeting or not. This greeting was allowed to hang in the silence until his focus shifted from the desk to one of the Inquisitions more wayward sons. "Of course, please, take a seat" He motions vaguely to one of the chairs set aside, but wasn't paricularly bothered if the man before him would rather stand.

"So, I'm sure this must be an urgent. What is this all about" Straight to the point, whatever it was he was working through must have been important. Beyond other Inquisitors the Quincy generally avoided their leader unless absolutely required if only out of respect for his time or some misplaced sense of fear. Apsel, however, was among the higher echelon of their organzation, even as an acolyte he carried a significant level of clout. So for now he would wait and hear out what this man had to say.

"If you'll forgive me I'll stand. Now on to business, I'm here to ... well tender my resignation." Apsel's eyes didn't leave Viktor, studing his reaction. "I feel I have no choice especially after this last incident. An Arrancar felt bold enough to attack Rome itself, Viktor surely you must realise this is due to the Inquisition's indolence. We've sat by too passively for too long." His and curled into a fist by his side as he suppressed his building rage, "Supernatural threats have destroyed 2 of this worlds major cities and we have sat idly by. Hell if not for that second Arrancar showing up we likely would have lost a large portion of Rome itself. WE DAMN NEAR LOST THE CITY WE'RE BASED IN VIKTOR AND STILL YOU SIT THERE IDLY READING SCROLLS"

Apsel had lost control of his anger, Viktor's arrogance born from his personal power was leading not just the Quincy but the world at large down a dangerous path and Apsel despite knowing Viktor could kill him in an instant felt he had to take action before anyone else was killed or injured.

Viktor had no reason to force the issue, rather he would just let Apsel go ahead and say what he wanted to say. Which in this case was apparently the first resignation from the Inquisition in... ever? It was entirely out of the ordinary, with most Quincy either retiring to serve a less combat oriented roll in the Gilded City or dying. The following rant quickly brought to light the acolyte's thoughts on how the Inquisition was being run. Less stable leaders might consider this little more than betrayal, but he saw it more as the culmination of misunderstanding and frustration.

"Calm yourself" He began, his tone commanding but restrained. "The attack on Rome was an isolated incident. Inquisitor Johan stepped in before anything could happen" It certainly would have been an incident if it weren't for Johan. "I am sure you realize that we do not have the numbers to storm Hueco Mundo, and that even if we did, there is the ever present threat of our actions bringing about the literal end of the world"

"So we are outnumbered, our only method of fighting the enemy will have the Shinigami finish off what they started in Silbern or will destroy the soul cycle and bring about the end of everything. What would you have me do?" He paused to let Apsel mull over what he had said to then explain his research. "These scrolls are everything I could find on a race called Sinners, creatures who escaped hell and have been attacking our world." Throughout this, the High Inquisitors tone did not betray a hint of anger, just a pragmatic sense of the whole situation. It probably wouldn't get through to him now.

An isolated incident? Surely Viktor was joking, how could it be isolated when a similar attack happened in Paris just days earlier! Apsel was not an idiot, he knew they couldn't storm Hueco Mundo but they could at least try and protect their own world but rather than making an effort to protect the people of this world while they live he seeks to protect them from a threat which hasn't yet made it's move! Ridiculous!

Aspel had cooled off enough to return to his normal calm demeanour, "I can see this will get us nowhere, you can feel free to chase the monsters under the bed, but in the mean time someone needs to protect this world from the threats it faces now, and if that person must be me than so be it." He turned his back and started walking towards the door.

Viktor considered the actions of one rogue hollow to be insignificant, it was certainly unfortunate that they hadn't been able to save Paris but they were never going to be able to save everyone. It was unrealistic and a naive outlook to have, but as far as the Inquisitor could tell this wasn't worth burning a particular bridge over. Apsel's motives were genuine, and if he thought he could better protect Humanity by striking it out alone so be it.

"What has stopped you until this point? I'm sure you'll find being free of the Inquisition will leave you in precisely the same position you're in now. Regardless, you have my leave to go." It was a shame, but there were others who could take his place and conflict now would only bring about further strife from the wayward Quincy. "Should you change your mind, you will find our doors open to you. Untill then, I'll just wish you luck on your travels" Viktor seemed to be almost entirely unphased about the whole situation.

With his back still turned Apsel replied,"And I wish you luck with your 'sinners' but I'll be taking my leave." With his parting words Apsel left the room.

Why Viktor was obsessing over a threat that had yet to manifest was beyond him but if Viktor was too busy looking forward to see the suffering on the present then it was up to Apsel to protect the world of the living. The shinigami had proven to be incompetent, the quincy were slothful all while the Arrancar ran wild. This was regrettable, Apsel was strong but only as strong as a captain, he knew there where threats out there he couldn't handle, but he at the very least had to try.
