Kaze grumbled to himself as he walked in his cloak during the heat of the day. Being suppressed was such a pain.. but he chose to wear the thing so he could move around town without alerting everything in the vicinity to his location. Most people ignored him because he looked like a foreign traveler at the moment and they didn't want to deal with strangers. This worked in his favor for now since he was trying to be somewhat discreet.
However he eventually reached his goal, roughly in the middle of the city, and began enacting his little "Stage play" which detailed the very destructive way he was about to go about destroying the city.
First and foremost, despite it being weaker than most captain-class fighters, he used Kidou to start things off. Unleashing the full brunt of Hadou 88 to the north which caused a massive beam of death to streak it's way in that direction. Exploding and killing dozens if not hundreds of people immediately.
He then summoned his chair of shadows and took off his cloak of reiatsu suppression, folding it and stuffing it in an orifice of his shadow chair, before sitting down in said chair and waiting with his head propped on his hand. Now not only was there major damage to the northern part of New York City, but it was also quite clear Kaze, near the middle of the city, was responsible.
So all he had to do was wait. Waiting however was boring, so he conjured a few more kidou with his free hand and fired off hadou 4's and hadou 31's at random in the directions of east and west destroying more buildings and endangering even more lives. Sure he wasn't doing much at the moment, compared to what he could be doing.. but he was told to do what he does best and what he did best was cause chaos.
Eventually he decided he would go ahead and actually wait a few dozen kidou later. The scenery around him looking perfectly normal since he didn't attack his immediate surroundings while in the background you could hear screaming and fires and suffering in the city around him.
