Personality:
Kyosuke was born and raised in a happy and jovial family. However, having died from an unfortunate tragedy and being reborn as a Hollow, he was determined to make others feel the same pain he did. Unable to open the garganta or have reason to go to the real world as a Hollow, Hiwatari merged with many hollows to form a Gillian. After a few decades of struggle, he gained control of the large Menos Grande and destroyed his mask, aware of the power he could gain and the opportunity of revenge.

This Arrancar's personality is apathetic. He is not swayed by the thoughts, emotions, or actions of anyone or anything, and simply seems neutral. However, his own thoughts are evil, with a lust for revenge on the innocent. Kyosuke is a boy of action, and is rather reserved and subdued. He does have a sense of humor though, and masks any real personality with either silence or childishly cruel intent and sarcasm. Hiwatari is prone to boredom in battles, and usually has others do his fighting for him until he finds the moment to strike.

Techniques:
Technique Name: Yuwaki no Kaze
Technique Description: Using an invisible poison in the air, Kyosuke can send a wind through a garganta and lure out Hollows of equal or lower power than himself. These Hollows are mostly normal Menos and the occasional Gillian.

Technique Name: Hogo no Kuki
Technique Description: Using the wind, Kyosuke can slow or negate any attacks two tiers lower or simply give his body an extra air of defense. If shielding his body, Kyosuke gains AR+1 in defense. The shield lasts for up to three posts and requires a three post cooldown.

Technique Name: Arekuruu Kaze
Technique Description: Swinging his sword down, Kyosuke can conjure a large 'slice' of wind with great cutting impact.

Technique Effect Chart:
Opponent is Two+ Tiers Lower: Opponent will suffer from a large gash and heavy bleeding. It is enough to cut through limbs.
Opponent is One Tier Lower: Opponent will suffer from a large gash and heaving bleeding.
Opponent is Equal Tier: Opponent will suffer from a medium-sized gash and bleeding.
Opponent is One Tier Higher: Opponent will suffer from a medium/small-gash and minor bleeding.
Opponent is Two+ Tiers Higher: Opponent will receive a small gash and little bleeding.

Intended Role:
This NPC will be used as the 'villain' for the VC Test thread between me and Yuri, who is aiming for VC of Squad 8. After this, he could possibly be used as Yoite's fraccion.

I think the wind shield is bit too op in the fact it can negate any attack, I would say reword this so it has some breaking point or a limit to how much damage it can take before it fades away

also I would like a little more detail on what sort of hollows your character can summon with that poison bait or in laymen's terms, hollow bait, are they regular hollows? menos grande? etc? and if you can, what tier would this character be because just being able to summon hollows or equal or lower strength of this character is rather vague, also, is there a limit to how many hollows this character can summon before he looses control of them

Bump! For 'negate any attacks', this naturally can happen with characters with a huge AR advantange. It's just that Kyosuke needs to use this attack in order to do it.
