Yes, close combat is more of a personal ability. You will have to put it as one and lock it until it can be trained, though, as Shinigami may only start out with ONE personal ability.

For your ability, I assume that an ally's wound needs to be 100% healed BEFORE she can transfer it? I would put that down. C:

For the technique, Ketsueki Kesshō Ha, you need to remember that just because you healed somebody's spirit energy, that doesn't mean you can drain the energy of someone stronger than you by ten percent. For them it may be more like 3 percent or whatever. You need to fill out the tier chart for house much spirit energy you drain. ALSO, what happens when they lose ten percent of spirit energy? How would somebody actually RP that out? If it's by half, they may go down a AR, but for anything other than that nothing much would happen except they may be ever so slightly weaker.

For your technique, losing a tier is the same thing as going down AR-1. Also, for those even one tier weaker than you or at least the same tier and definitely those stronger, I don't think they would lose an advantage rating. OR if they do, give a post count for when they reach it again. Does this make sense?

Example,
Two Tier Lower: With a medium wound, target loses AR-1 for six posts.
One Tier Lower: With a medium wound, target loses AR-1 for four posts.
Equal Tier: With a medium wound, target loses AR-1 for two posts.
One Tier Higher: Loses AR-1 for one post.
Two Tier Higher: No effect.

That's a very basic example, but hopefully it will help you illustrate what is acceptable. C:

Hmm, I think I want a postcount for how long this can be used until the blade goes down, and a cooldown for the time until it can be used again. C: This is one devastating power, thus all the limits. We don't want one person to be down AR-1 for four posts, only to have you use it again and then they can never get back to their usual strength. So please give a decent cooldown.

Add that and I approve this for Tier 3-3!<33

I added in a cooldown after the blood plasma blade has used up all the reiatsu in its blade, giving it a minimum of six post cooldown (from two tiers down) in addition to the post time it takes to restore someone's reiatsu enough to regain that ability so the maximum possible cooldown of nine posts.
