So you wanted to know what tiers net you? The answer is pretty simple, skills and abilities! These skills and abilities will encompass pretty much whatever your character is capable of pulling off, Bakugo using explosives to propel him forwards for movement? Sounds like a skill tree item. Endeavor creating fuck off fire spears? Skill tree item! These aren't meant to act as additions to your quirk, but rather options one possesses as an extension of their quirk.
