To address you question, yes, to both, except this is not an arc. This is a tournament = ie. a type of event, but one which is focused on achieving a certain prize rather than on contributing and progressing the plot. This has nothing to do directly with the main plot, but it will happen IC-ly and probably have an impact, though a small one.
