Viktor was rather content with the defenses of the city, they were separated in a way that made it difficult to even consider trying to invade. If one of these parties did manage to find a quincy and force them to open a portal to the webway, it was just as likely they would lead them into one of the treacherous passages in the dimension. Of course he couldn't count on all of his soldiers to be so willing to sacrifice themselves, most knew that this natural barrier was the one thing that stood between them and the chance of complete extinction as a race. For now though, that wasn't an issue.
Ika went on to describe what had been happening with the visored and their alliance with the Espada of Hueco Mundo. He wasn't going to deny that it was probably one of the only ways to avoid the persecution of their race, and not everyone had "Less aware than you might think, outside a few of our more specialized Inquisitors, most leave the Shinigami to their own devices." It was no secret the Quincy didn't want outright conflict with the Gotei, so it made sense they would avoid them rather than meddling. "Very well, make yourself at home" Viktor found it odd that a vizard would have a vice like that, though it obviously didn't have the usual chance of personal harm that it would to a human.
"So the Espada are planning on moving upon the human world?" It seemed ill advised for them, despite their numbers that would mean conflict on at least two fronts, and with the seemingly recent increase in humans with supernatural power there was all the chance such a force would be decimated before they could make any real headway. Though their dealings with the Espada had been constrained too, in the hopes of staving off retribution for destabilizing the soul cycle. It seemed like perhaps this was going to force their hand on the matter. The human world needed protection, and with the loss of this mysterious leader there was all the chance High Inquisitor may need to delay his own plans.
"Graven Fel? Interesting, my sources said he was inactive... Regardless, we do not fight pitched battles. Numbers do not determine the victor in war. If he has woken up, I may need to step in personally... But please, continue" The Quincy had been lacking the numbers for fighting direct wars for some time now, instead they relied on hit and run tactics. The Espada were a loose enough organization that killing their king could send them back a few centuries, particularly one such as Graven Fel. It wasn't Viktor's preferred strategy in this of course, but he was clearly willing to dispatch this hollow personally if he was given no other option.
"I think I can see what you are asking for here, and I tend to agree. Recently one of my own soldiers requested leave to strike out on his own. I couldn't deny his reasoning, and with this information I think it is more important now that the human world gets a true defense force against those that want to do it harm. I believed the Sinner's to be a greater threat than they could have been" He pondered for a moment, standing from his desk to walk over to the side wall, which seemed to be a personal library of sorts. Filled to the brim with tomes. "That is an admirable goal, tyranny has a knack of growing when left unchecked. I'd expect little more from a man going be 'Demise'" He seemed preoccupied with the books he was browsing through as he spoke, plucking a particularly ancient looking one out of its place before returning. "I don't know if you're serious about assisting us eradicate the Sinner threat, but I do have a plan regarding that" He placed the tome on the desk and turned it towards Ika. It was rather grotesque, bound in some unknown leather and carved with ancient runes of indecipherable origin. He flipped it open to a double page spread. "The cursed city of Babylon, home to the Sinners and, if I'm right, the key to ensuring they can never escape their prison again"
He let the vizard review this page, most of which was just gibberish to someone who hadn't been spending their time learning dead and possibly profane languages, but it did have a pretty picture of a city of sorts, with a central figure that looked to be a gate of sorts. "If you have contacts, I will begin work on unifying the remains of this organization you attempted to create. The Vatican's funding will give me all the resources I need to expand as a home base in the Human world. Once unified, I believe we will have the strength to properly defend the world while you deal with whatever threat may come" he considered the rest that Ika has said. "As for your father, I can set one of my Inquisitors to assist in finding him. Finally, I have no interest in combating the Gotei regardless of who is in charge. So you won't need to worry about that"
"Though I will have to warn you, I am going to expect the same from you and your allies. I do not abide by betrayal and there will be retribution" His eyes narrowed as he spoke the words. It was a direct threat from a man who seemed to be otherwise rather reasonable all things considered. Though it did seem odd, they had already agreed he didn't have the numbers to really be threatening anyone, so perhaps it was more on a personal level this retribution would be dealt. "So, if that's acceptable to you, what is left to discuss?"
